ANOTHER youth has been dealt an Anti-social Behaviour Order (ASBO) in the borough's crackdown on troublemakers.
Thomas Luke Sherwin, a 15-year-old from Lonsdale Road, Barnes, received the order at Richmond Magistrates' Court. It states he must not commit criminal damage by graffiti anywhere in England and Wales or be in a public place with spray paint, marker pens, etching materials or carrying any articles for the purpose of criminal damage by graffiti.
Sherwin's ASBO came into effect on June 25, 2004, and will last for two years. If conditions of the order are breached during this time, the defendant will return to court and could face a prison sentence of up to five years.
Richmond police took the unprecedented step two weeks ago of identifying Toby King - a 14-year-old now banned from Richmond town centre in the interests of public safety, due to persistent acts of anti-social behaviour.
Police are using new powers to identify young recipients of ASBOs in the hope that the public will assist them to enforce the conditions. They urge people to report any suspicions they have of orders being breached.
Borough Commander Ch Supt Ian Edwards said: "I want the message to be clear that this is not a one off and it is the way we will be tackling anti-social behaviour in the borough. The magistrates have decided on this action because the community need to be protected."
