The role of future school nurses will take a more personal and well-rounded approach to young people's lives, according to the council.
Since April, Richmond Council has been responsible for commissioning public health services for children of school age, between five and 19 years old.
With the current service contract set to end next year, the council hope a new service will help young people develop skills to manage challenges at school, home and online.
Councillor Lisa Blakemore, cabinet member for housing and public health, said: "This new contract aims to extend the role of the school nurse.
"As more and more young people are going through our school system, the demand on school nurses is on the rise.
"But it is important to remember that all young people are different, with varying needs."
It is hoped that the service will launch in August 2015.
